Legislative history

The written record of the writing of an Act of Congress. It may be used in writing rules or by courts in interpreting the law, to ascertain or detail the intent of the Congress if the Act is ambiguous or lacking in detail. The legislative history is listed in the slip law and consists of the House, Senate and conference committee reports (if any), and the House and Senate floor debates on the law. The history, particularly the committee reports, often contains the only available complete explanation of the meaning and intent of the law.
