The definition of vulnerable adult varies. In Minnesota, a "vulnerable adult" is defined as any person 18 years of age or older who is a resident or an inpatient at a licensed facility (hospital, nursing home) or who receives care from a licensed home care provider. This adult must be unable or unlikely to report abuse or neglect without assistance because of an impairment of mental or physical function or emotional status. The Minnesota statute (Minn. Stat. Ann. sec 626.557) requires professionals engaged in the care of vulnerable adults to report neglect or maltreatment to the local welfare office. The welfare office must immediately investigate and offer emergency and continuing protective services for the purpose of reventing further abuse. Regulations in other states vary regarding the reporting of maltreatment of vulnerable adults.
