A term which came into use as part of the prospective payment system (PPS) to mean that the new payment system may not pay hospitals, in the aggregate, any more or less for Medicare patients than the hospitals would have been paid under the previous system. More generally, a budget may be said to be “neutral” if, in total, it is neither larger than nor smaller than the previous budget.<\/p>\n
