A sub-state (usually multi-county) agency assisted under\u00a0 section 314 (b) of the PHS Act, created by the Comprehensive Health Planning and Public Health Service Amendments of 1966 (P.L. 89-749), and charged with the preparation of regional or local plans for the coordination and development of existing and new health services, facilities, and manpower. The agencies were authorized to review and comment upon proposals from hospitals and other institutions for development of programs and expansion of facilities, but land no significant powers of enforcement. Up to three quarters of the operating costs of the 314 (b) agencies could be supported by Federal project grants. The balance of the costs were obtained from voluntary contributions from any source, including the health care providers affected by the agencies plans. Under the provisions of the new health planning law, P.L. 93-641, existing 314 (b) agencies will be replaced by health systems agencies which will have expanded duties and powers.<\/p>\n
