A physician who has responsibilities for the training and supervision of medical students, interns, and residents. Teaching physicians are often, but not necessarily, salaried by the institution in which they teach. A common arrangement is that a physician in private practice must donate a certain amount of time for teaching and supervision in return for being granted staff privileges. Appropriate reimbursement of the activities of these physicians has been a subject of considerable controversy. Under Medicare, hospitals are reimbursed under the hospital insurance program for the costs they incur in compensating physicians for teaching and supervisor}’ activities and in paying the salaries of residents and interns in an-proved teaching programs: in addition, reasonable charges are paid under the supplementary medical insurance program for teaching physicians’ services to patients. This potential double payment resulted in attempts in 1972 to change the Medicare reimbursement formula, but uncertainty regarding an equitable reimbursement arrangement delayed implementation of any changes and has resulted in Congressional authorization for a large scale study of the subject by the Institute of Medicine; study results are due in March. 1976.<\/p>\n
