Established in 1974 under authority granted by the passage of the Child Abuse Prevention and Treatment Act. The was organized as a part of the (then) Department of Health, Education, and Welfare. Its basic functions were to compile and analyze child abuse research, establish a clearinghouse for information, develop and publish documents to be used in training personnel, provide technical assistance to states and agencies, and conduct research.
