Conducted research into the problems associated with marijuana between 1940 and 1944 at the request of New York City Mayor Fiorella La Guardia. The issued its report, “The Marijuana Problem In the City of New York,” in 1944. Among many of its conclusions, the report stated the following: a. marijuana does not cause a person to become violent or criminal, b. marijuana does adversely affect a person’s intellectual ability, c. marijuana does not result in any basic changes in a person’s personality, d. marijuana does produce a sense of euphoria and well-being, there is no evidence that marijuana use results in physical or mental deterioration, and 6. the use of marijuana does not lead to morphine, heroin, or cocaine addiction.
